Enclosure to Despatch No. 19 of

18th January, 1902.

B.M. Consulate-General, Canton, 7th January, 1902

Dear Mr. Stewart Lockhart,

17 FEB 2.

The Authorities here are anxious to arrange to obtain some arms etc., with which to protect the steam-launches on the Canton waters from pirates; and they have approached me to ask you if it could be arranged that they be allowed to import from your Colony, say 1,500 Mausers and 1,500 Revolvers, these arms to be distributed among the launches and the guard boats.

If you can do anything in the sense they now desire, the Viceroy would send an Official Despatch covering the request so that you could put it through officially.

Of course the question is one for the decision of you and your Government, only I feel obliged to pass on their request to you, notwithstanding the terms of the Peking Protocol forbidding the import of arms into China for two years, as there may be circumstances that may induce you to give the matter a bearing more or less favourable.

Yours very sincerely,

(Sgd.) James Scott.
